Effective January 1, 2026, Coal India Limited (CIL) has, for the first time, allowed foreign coal buyers from neighbouring countries — Bangladesh, Bhutan, and Nepal — to directly participate in its Single Window Mode Agnostic (SWMA) e-auctions. Previously, these foreign consumers could only access CIL's coal through domestic traders without end-use restrictions. The CIL Board has tweaked the SWMA scheme to enable this direct participation, with provisions including one-time registration, digital bidding, advance electronic payments, and export through notified logistics channels. Payments will follow FEMA rules, with Nepal buyers allowed to pay in INR or USD, while buyers from the other two countries must pay in USD valued against the INR. CIL stated this move enhances transparency, competition, and global market integration while safeguarding domestic coal supply.
