Ballarpur Industries has received a Consent to Operate (CTO) from the Haryana State Pollution Control Board (HSPCB) for its pulp and paper manufacturing unit at Yamuna Nagar, valid from August 15, 2025 to September 30, 2029 (about 4 years). The unit is classified as a RED category (highly polluting) large agro and wood-based pulp and paper plant with a paper production capacity of 233 metric tonnes per day and an investment of around ₹2,536 crore. The CTO comes with specific conditions including compliance with a prior closure order suspension, installation of pollution control devices, effluent discharge limits, green belt development, and adherence to NGT and court directions. The unit must also submit a fresh analysis report within one month of resuming operations.
This is a routine but important regulatory clearance that allows the Yamuna Nagar plant to continue operating legally for nearly four years, removing any near-term operational uncertainty.
