Reliance Infrastructure announced that its subsidiaries, BSES Yamuna Power and BSES Rajdhani Power, will be able to recover approximately Rs. 21,413 crore of regulatory assets over a 4-year period starting from April 1, 2024. The Supreme Court ruled on August 6, 2025, setting out clear guidelines (10 principles and 9 directions) for the recovery of regulatory assets by power distribution companies. The Delhi Electricity Regulatory Commission (DERC) had already recognised these regulatory assets. Key directions include that tariffs must be cost-reflective, regulatory assets must be liquidated within 4 years, and APTEL will monitor implementation. This judgment resolves a long-pending matter originally filed by the BSES discoms in 2014.
This is a significant positive development for Reliance Infrastructure as it provides clarity and a clear timeline for recovering a large amount (~Rs. 21,413 crore) that was stuck as regulatory assets. Over 4 years, this translates to roughly Rs. 5,350 crore annually flowing to the BSES subsidiaries, which should improve their cash flows, reduce receivables, and potentially strengthen the consolidated financials of Reliance Infrastructure. Shareholders may view this as a positive catalyst for the stock.
