On the reaction day the stock moved in line with Nifty Midcap 150 and 0.9 pts more than its Heavy Electrical Equipment peers, over the same two closes: a difference in percentage points, not a measure of what the filing did.
Minute windows have no benchmark: there is no intraday index history to compare against.
Government of India, BHEL's promoter, is exercising the oversubscription option in its ongoing Offer for Sale. The base offer of 10.44 crore shares (3% of equity) will increase by 6.96 crore shares (2%), taking the total OFS size to 17.41 crore shares (5% of paid-up equity). This signals strong investor demand on T day (Feb 11). Retail investors can bid on Feb 12 for 10% of the offer, with an additional 87 lakh shares (0.25%) reserved for eligible employees.
Higher supply from OFS may create short-term price pressure, but strong demand evidenced by oversubscription is a positive signal.
