Cube Highways Trust informed the exchanges that the Delhi High Court has directed NHAI's circular dated September 13, 2025 to be kept in abeyance. The NHAI circular had revised the Wholesale Price Index (WPI) linking factor used to compute toll/user fee rates on public-funded and BOT highway projects from 1.641 to 1.561. The court order, passed on October 17, 2025, came in response to writ petitions filed by the Highway Operators Association and others. NHAI has been asked to re-examine the circular after hearing representations from petitioners and other stakeholders. This is a follow-up to the trust's earlier disclosure dated October 1, 2025.
Positive for unitholders — the stay means the lower WPI factor (1.561) that would have reduced toll revenue is on hold, so the previous higher factor continues to apply for now, protecting toll collections of highway operators including Cube Highways Trust until NHAI re-examines the matter.
