The petitions challenge the constitutional validity of the Himachal Pradesh Land Revenue (Amendment) Act, 2025 and related rules that seek to levy land revenue as a percentage of the Average Market Value of hydroelectric projects. The company argues the levy is actually a charge on electricity generation infrastructure (not land), making it constitutionally invalid on multiple grounds. Other hydro power companies operating in Himachal Pradesh have filed similar petitions. The company states it has been advised that the legislation is infirm.
