On the reaction day the stock moved 0.9 pts less than Nifty Microcap 250 and 0.4 pts more than its Telecom - Cellular & Fixed line services peers, over the same two closes: a difference in percentage points, not a measure of what the filing did.
Minute windows have no benchmark: there is no intraday index history to compare against.
MTNL received a fine of about Rs 12.66 lakh from NSE for non-compliance with SEBI LODR regulations relating to board composition and key committees such as Audit, Nomination and Remuneration, Stakeholders Relationship and Risk Management. The root cause is the absence of six Independent Directors on the Board, since appointments in this PSU are made by the Government of India. MTNL has flagged the matter with the Government and is requesting NSE to waive the fine.
Minor financial impact with no material effect on operations. Company is pursuing a waiver citing PSU status and that director appointments rest with the Government.
