NHAI restores original WPI linking factor to 1.641 for toll revisions

NHAI has issued a new policy circular dated July 8, 2026, restoring the WPI linking factor to 1.641 (reversing the revised 1.561) for toll or user fee revision under all existing highway concession agreements, including Cube Highways Trust SPVs. This supersedes NHAI's September 13, 2025 circular, which had been kept in abeyance by the Delhi High Court in October 2025. The higher linking factor means larger annual toll revisions based on wholesale price index changes.
