Refex Renewables, through its step-down subsidiary Spectrum Renewable Energy (49% consortium partner, with Ourland Engineering Works as 51% lead bidder), has won a tender to set up a 100 tonnes-per-day Municipal Solid Waste-based Bio-CNG plant in Tiruchirappalli under a Public-Private Partnership on a Design-Build-Finance-Operate-Transfer basis for 20 years. The project was awarded by Tiruchirappalli City Corporation under the Swachh Bharat Mission Urban 2.0, with the Letter of Acceptance dated September 22, 2025. The estimated project cost is around ₹28 crore, and the plant is scheduled to be commissioned within 19 months from signing the concession agreement (which itself must be signed within 30 days of the LOA). A Special Purpose Vehicle will be incorporated to execute the project.
This is a positive development as it adds a new government-backed bio-CNG project to Refex Renewables' order pipeline, though the ~₹28 crore size is relatively modest. The 20-year concession provides long-term recurring revenue visibility, and the government tender under a national mission adds credibility and reduces counterparty risk.
