Petronet LNG's Board, meeting on July 25, 2025, approved an upgraded plan to set up a 5 MMTPA land-based LNG terminal at Gopalpur Port, Odisha, replacing the earlier approved 4 MMTPA floating (FSRU) terminal. This is the company's first greenfield LNG terminal on India's east coast. The incremental investment for the upgrade is Rs. 4,048.80 crores, taking the total project cost to Rs. 6,354.80 crores (including taxes and duties). The project will be financed through a mix of debt and equity and is targeted for completion in approximately three years.
This is a major capacity expansion that significantly raises Petronet's capex commitments on the east coast and diversifies its terminal base beyond Dahej and Kochi. Shareholders should note the higher project cost versus the original plan and the mixed debt-equity financing, which could weigh on near-term returns but strengthen long-term growth once operational.
